Millions of migrants, most seeking asylum, have crossed the border in recent years and have been allowed to settle in the U.S. until a federal immigration judge decides their fate, a process that can take years. Among the record numbers, federal data suggest, are as many as one million children who have arrived with their families or on their own since 2021.They are settling in cities and entering public schools around the U.S., adding financial and logistical strains in communities where they have arrived in large numbers. Districts are faced with the need for additional teachers and staff who can teach English and space for new students, often while waiting for promised supplemental federal or state funding.There were recently more than 500 English learners in Stoughton schools, double the number from three years ago. The increase was fueled partly by 90 students, ranging from kindergarten to high school, placed by the state in two nearby hotels serving as homeless shelters. Many are from recently arrived Haitian migrant families.Adding the 90 shelter students has cost Stoughton, which teaches a total of 3,740 students, at least $500,000 for increased staff and busing costs. The state said it has reimbursed nearly all of that money. But the lag time and uncertainty about how much would be paid back has challenged the district’s ability to plan, said Joseph Baeta, Stoughton’s superintendent.

Rishi Sunak has said he will introduce a new form of mandatory National Service for young people if the Conservatives win the general election.In the first new policy announcement of the campaign, the prime minister has unveiled a plan that would see 18-year-olds given the choice of a full-time military placement for 12 months or a scheme to volunteer for one weekend a month for a year.The placement would be selective - with tests used to decide who is eligible - and involve working with the armed forces or in cyber defence.The voluntary option would see young people spending 25 days with organisations such as the police, the fire service, the NHS, or charities that work with older isolated people.Mr Sunak said the new model would provide "life-changing opportunities for young people" and allow them to learn "real world skills".Writing in the Mail on Sunday, the PM said: "To those who complain that making it mandatory is unreasonable, I say: citizenship brings with it obligations as well as rights. Being British is about more than just the queue you join at passport control."The Tory party has also suggested National Service would cut crime, saying research shows volunteering can increase social responsibility.The specifics of the plan would be established through a new Royal Commission - a type of advisory committee set up to investigate significant issues.

With a national polling average near 10%, Kennedy is potentially the best-performing third-party presidential candidate in three decades. The outcome of the election could depend on whether Kennedy draws more support away from Trump or President Joe Biden.Both Trump and Kennedy are eager to court Libertarian support with Trump also scheduled to address the party convention on Saturday. Inviting outside candidates to a convention is unheard of even for a minor party, and has divided Libertarians. The convention will nominate its own candidate for president on Sunday. Trump and Kennedy are not among the candidates formally seeking the party’s bid.
