Yes, and make obtaining the license to marry people an agreement to marry regardless of gender. Treat refusal as discrimination.

Yes - Any marriage should be supported between two consenting adults regardless of their sex/gender combination. A marriage license is governmental, not religious therefore you cannot make laws based on religious script.
