What does it say about a candidate if they can raise significantly more money than their opponent, and does it influence your opinion of them?

When the other candidate raises more money than the opponent it raises suspicion saying what are they doing that I'm not. There are been "rules" set in place to help our budgeting and money and when Biden became president it ended. I fear with the other candidate raising more money that by the first couple of weeks we will be in debt.
