If a wealthy person spends their lifetime polluting more than their neighbors, should they be held responsible for more cleanup efforts in the future, and does this analogy apply to countries like the U.S. with historic emissions?

By "act accordingly" do you mean use brute force to make people live in a certain way, and run their businesses in a certain way? That's what environmental regulations are.

Countries should realize the amount of pollution they emit and be held accountable respective to the amount of pollution emitted either financially or harsher restrictions

I think they should hold countries accountable because even tho many things changed, you still can't really trust them.
