There should be certain standards around ways that students earn tuition from the government through thinksmlike work study and maintaining a high level of performance in college. That said, tuition rates should also be more monitored as well.

Yes, give the option to apply for a "free tuition" program that taxes only those who decide to enroll in it after graduation. Keep the option for financial aid. Colleges should also consider either lowering tuition or providing more aid of their own.
