In 2006, the U.S. Senate rejected a Constitutional Amendment which would have allowed Congress to pass legislation prohibiting the burning or desecration of the U.S. flag. The Flag Protection Act of 2005 was introduced by Senators Bob Bennett (R-Utah), Hillary Clinton (D-NY), Barbara Boxer (D-CA), Mark Pryor (D-ARK) and Thomas Carper (D-Del). The Act proposed a punishment of up to one year in jail and a fine of no more than $100,000.

A Supreme Court Ruling (5-4) split, stated it was protected free speech. It is a hard split between Eastern and Western cultures to allow flag burning, especially in Europe. I feel this unacceptable.

yes. My reasoning is that any American citizen has rights under the Constitution, but, they lose those rights when they put the rights of others in danger. For example, burning the American flag puts the life of others present in danger, thus, it should be illegal.
