No just do what you can to help the citizens get to where they need to be, blame can be assessed after things calm down.

The real violence is the systemic oppression by the state, not the people fighting for their rights. Imposing a curfew and blaming the opposition is just a way for Hasina to maintain control and silence dissent, not a step towards justice or peace.

Sounds like the government's using the protests as an excuse to clamp down on freedoms; job quotas or not, people should be able to voice their discontent without fearing a curfew.
