Legal ownership and legal sales of ANY asset (land, clothes, cars, livestock, etc.) is a private issue. Making laws regarding what constitutes legal ownership and legal sales of any asset (e.g., firearms, children, slaves, candy, soda, drugs, etc.) should be decided through constitutional and legal means, even if it comes down to (gasp) citizens voting for or against it.
Zoning is a local issue and what the land gets USED FOR should be decided at the local/state level. However, if there are concerns with foreign interests acquiring US property, then the federal government has a right and responsibility to step in and address those concerns.
