I have never thought about it that way, but at the same time focusing swing states is usually how you win the election

No it is not a fair strategy. I think it fully alienates voters in predictable states, and because of the electoral college the U.S. has people who's votes don't actually count toward anything. However, when was politics ever fair?

yes this is a completely fair tactic as the opportunity to vote is not prohibited it simply just means that the policies that certain candidates made seemed more enticing and closer to home for said swing states.
