If and only if all the unnecessary roadblocks that currently exist and prevent people from easily obtaining photo ID are totally wiped out, then I don't see why not. I'm not at all worried about fraud, but this might help with mistakes on for instance giving the wrong John Doe a ballot, then the other one gets turned away because he 'already voted' or something. But until it's just as easy for one person to get a photo id as the next, they shouldn't be required.
