Hate speech is defined as public speech that expresses hate or encourages violence towards a person or group based on something such as race, religion, sex, or sexual orientation. Hate speech is not real like how the boogie man is not real. Hateful or angry opinions are not the same as call to action. "I hate hot dogs, they're really nasty.", is not the same as "Let's get our guns and kill dogs". Being rude and bullying is not hate speech. It is being rude and bullying.
