Yes as long as there is an option not to send your kid to preschool and preschool doesn't give the children an unfair advantage over non preschoolers in their future schooling.

Preschool should be funded because some parents can't afford a babysitter and preschool can be a good place for parents to drop their kids at. However it should be a choice whether or not parents send their kids to daycare.
