It must be a hybrid prison system with three branches like our federal government. Private system running finances and daily operations with government employees in key positions. There should be government and private auditors regularly doing inspections and submitting independent reports to monitor each prison on a monthly basis. Rotation of the auditors must be continuous and personal relationships among prison staff and auditors and management must be discouraged.
