People who qualify should have access to financial assistance such as Medicaid, but people who do not qualify should be able to pay for it themselves, along with private insurance if they have it.

Not as it stands, but I think there are ways to make it work, so long as it's not mandatory, and private firms are able to compete with said system

No, but the current healthcare system in place is not sufficient. One potential step would be to make urgent care a public good, much like the police, the military, firefighters, etc.
