If they are not proven of a serious crime, such as breaking and entry or worst. Then they should be treated as anyone else. A serious crime should be turned over to the feds.

I think illegal immigrants should be deported, but only if they are evading taxes and not living a typically legal and normal life. I think only violent offenders or major crime offender should be deported.

It depends. If they have never been a legal citizen, and have no intention of doing so, yes. If their legal documents have expired, have lived in the US legally, and/or are working on becoming legal citizens, then no.
