Yes, they already can but can only hold them as long as is relevant to the minor crime. Federal authorities must arrive before local enforcement has to release them.

If the offense is considered a minor crime then the immigrant should be treated with the same respect as a citizen. If the immigrant is found to be an illegal immigrant they should be reported to the federal immigration authorities. However, local law enforcement does not have the right to unlawfully detain the immigrant under minor crimes or suspicion.

I think instead of deporting them, they should make them a legal citizens, unless they did commit a violent crime they should be given to their governments authorities.
