Yes and no, since it would be easier to add than remove the entire system, giving popular vote electoral votes would be a great change as every voice will have an effect and not be drowned out by the majority of the state, voting blue in texas will currently do nothing, voting red in california will currently do nothing, but with the new system it would. If we could do a full reform, approval voting is my pick for consistently getting the correct candidate

We need to revisit the president because lately they have been unqualified, power hungry, don't solve issues, or even focus their attention on issues that are as important when we have much more important things to solve. The president needs to be someone for the people and lately we've only gotten ones who are focused on them self.

Ask people how much they know about politics and what the president does then based on their answer, have/request them to look/learn certain things. If people refuse to learn then the electoral college can represent them, but if the people do learn, then let their votes have their own weight instead of the electoral college.

The electoral college should be for factions (sex, race, etc.) not states, and to register for a minority (cause that would be the group with the most influence per person), one must verify they are X, Y, or Z

Yes, and invest the executive power in the Cabinet, not just the President. The Cabinet should be directly elected by the people via Instant Run-off Voting. Give each Member powers directly related to their executive position, and have them vote on whether or not to approve or veto bills, and whether or not to pardon and the like.
