i think it should be for those who are building a criminal record and focus a little more on education and skill development.

Every citizen that is 18 years old, should serve in the military with a minimum of 4 years active duty; and 4 years of being in the Individual Ready Reserve. The ASVAB (Armed Services Vocational Aptitude Battery), shall be used as means to help them choose an MOS (Military Occupational Specialty) that not only do they have an aptitude for but also desire to serve in a certain manner; either combat or non-combat. It would be good for everyone to serve 1-2 years in the military OR in civil service, however, such obligatory service is unconstitutional via the 13th amendment

No, service should be a choice instead of an obligation, unless it is a time of conflict, war, need, etc.

Yes, but not just military service, have it be civic service with other options besides military

Yes, but only for those who would otherwise qualify for acceptance into the military, and should focus on education and skill development as well as basic self defense and military training.
