If they do not have a photo ID but have their birth certificate or social security card or even a certified school transcript, I think that would suffice because unless they are that person, they probably wouldn't have possession of those items anyway.

Yes, If Photo ID Provided for Free to All Individuals. Registering to Vote should be allowed up to day before Election Day. Early Voting for Month Before should include same day Registration. If you come to wrong polling station based on ID/Address, you should still be able to vote for common positions... so if you move across town, you could not vote city council in wrong district but could still vote President, Governor, Senator or City Bonds..

I think every ballet should have to be marked with the persons thumbprint. Any time there is more than one like thumbprint, all multiples are thrown out. If the persons thumbprint is not in the system, it does not count. This will prevent most forms of voter fraud.
