It should not be flown at federal or state buildings. But, if used for historical purposes on Civil War battlefields or at state/federal museums. That is ok. Just not used as an official flag of the state or federal government.

It still flown and placed every memorial day by the VA on confederate graves and mass graves on public, VA cemetery and other historical sites.

The "Confederate flag" as you think of it is stars and bars which is the battle flag for a Mississippi infantry Regiment, the Blood Stained Battle flag or banner is the real confederate flag and yes they should be allowed to display it.

The VA still flies this flag on memorial day. It placed on confederate soldier graves and mass graves. These graves are honored this way in VA cemetery it a long tradition dating back to civil war to honor both union and confederate soldiers getting the flag they fought under. Sadly everyone thinks the 14th Virginia (stars and bars is the confederate flag. It is not the 14th Virginia flag is also flown over again individual and mass graves of the soldiers who fought under that banner on memorial Day also. The VA does a great job of placing both flags the confidence and stars and stripes on every dead veteran grave to include known banner they died serving under. This a great honor and hope the VA continues to do this service.

Yes States should be allowed to display the Confederate flag on government property because it symbolizes rebellion, not racism, each states should have the right to disay any flag they choose, and it is also a historical symbol of the Southern fight for states' rights.
