Marijuana and marijuana based products shouldn't be legalization but hemp, the non-high cousin to Marijuana, should be a legal for paper and string products, not to replace marijuana.

I would like to see liquid THC made legal in the 50 states, but I would also like to dissuade people from driving while High via targeted pigovian taxes.

yes, but make sure the production is ONLY based in the United States, and regulate it extensively to ensure little to no product is laced with other deadly drugs, and restrict it only for use by those over 21.
