If they are free of major, violent crimes, stable, working members who already do the majority of what regular citizens do, than they can stay and be urged to apply for legal citizenship

Whether an "illegal immigrant" or you are trying to come here legitimately. The government needs to process the applications. If you dont apply for citizenship then you dont get to stick around. Also the fees need to be reduced so they are affordable for the impoverished.
