Yes, but such support needs to be budgeted. The US should not be funding anyone’s war.
If a country wants our help they can hire US.
Otherwise our support should be centered around providing emergency supplies (not weapons, vehicles or ammunition) medical, food, water. Support for the care of their people. Otherwise unless they hire us we do not provide war defense equipment.
Supporting the people vs supporting the leaders. Thereby ideally forcing leaders to be accountable and responsible. Keeping a check and balance on the ego driven souls who are out for power and control.

I think that we should help others that are in need but equal consideration should be given to domestic issues that we have in our country like health care or better schools, public safety, crime. We can go all in on helping some one else before helping ourselves.

Yes, but we should consistently push for a two-state solution and provide humanitarian aid to Palestinians. Of course, this is all with the caveat that we have raised taxes on the wealthy in the U.S. and reduced spending to affordable levels. Prior to such action, such foreign aid should be ratcheted down with the true explanation that we cannot afford endless backing of either party.
