Rights cannot rely on others for them to be enacted (you cannot force a teacher to teach me). One could argue that access to information is a right, but not education. Additionally, the funding required this would add a significant amount of corruption to an already corrupt system by incentivizing back door deals between government and state institutions, ultimately allowing for education systems to be weaponized by the state without oversight. Lastly, it is u just to tax those that choose alternative paths (such as self learning, trade schools, etc.) to bear the tax burden to fund such an operation.
