The USDA, like most federal agencies, is bloated beyond belief, and any effort to trim it down gets blocked by bureaucrats who care more about preserving their jobs than serving the public. If these workers weren’t meeting performance standards, why should they get a free pass just because of some technicality? The government should be making it easier to fire underperforming employees, not harder. This is just another example of why we need smaller government and less interference in the private sector.
