Interesting proposal that aligns with economic development principles, but I question the execution

Historically, successful reconstruction efforts (Marshall Plan, post-WWII Japan) required local buy-in and governance structures. A top-down imposed solution with US taking responsibility raises sovereignty questions. Jefferson would caution against such foreign entanglements.
