Those figures don't include the indirect costs though - staff time, delayed projects, regulatory uncertainty. The real price tag is way higher. I did a rough calculation based on similar cases and it's probably closer to $200M when you factor in all the state agencies' legal prep work, delayed implementation of programs, and compliance costs. Still a drop in the bucket for CA's budget but let's be accurate about the true cost.
