Did he do something illegal that he needs to be pardoned for? And don’t you actually need to be convicted of something to be pardoned?

Preemptive pardoning is apparently legal under the constitution. Also, unpopular and highly controversial. As someone else pointed out, these pardons “…..will draw a great map of whey the bodies are buried - and the diggers are on the way.”
