Not in European traditional culture no. But in hundreds of others, yes they did. Decisions were made by the community, including the women. European culture is pretty notorious for being racist and sexist...

Oh! You mean the cultures that engaged in ritual child sacrifice, widow burning, mass-murder, and rape! Those cultures! The American Indians, the Asian Indians, the uncivilised non-Western cultures of old.
