She wants to break with Biden on issues on which he's unpopular. First up: rising prices. This is part of a highly choreographed effort to define herself — in some cases, redefine herself.
Harris has said at rallies that fighting inflation will be a Day 1 priority, and that strengthening the middle class would be a defining goal of her presidency.
She often says prices are too high. Biden has taken on shrinkflation and hidden "junk fees" that plague consumers and travelers.
Just this week, the White House unveiled plans to "Lower Costs for Families and Fight Corporate Rip-Offs."

Rice has told us that Harris is the architect of Biden’s policies. So she had more pull and involvement that she’s like people to know
She has literally no idea how to lower prices. In fact, her vote was the catalyst to larger inflation to begin with. It's not like a dem is gonna stop spending like they just won the lottery. It's all they know how to do.
So she’s going to flip her positions saying she learned from her stint with Biden that her positions were wrong, while also throwing Biden under the bus for his actual bad policies? That won’t work.

She needs to position herself as a change agent and she should take the reigns and articulate her own aggressive plan for the economy that will benefit the middle class and give everyone hope for their futures.
