Good luck... The homeless population in CA is heavily affected by narcotics, and their numbers are substantial.

Quick, before the elections so everyone “forgets” knowing full well we could have cleaned up Cali at any point in time. Just didn’t want to.

Clearly this guy left out phase 2: which is all spare bedrooms in every California are now (by order of his highness, Governor Haircut) the rightful property of California and will be as such, used to rehome immigrants and homeless. Also, home owners must feed and bathe them.
