I believe the regulations could be strict but not too strict. They could be strict enough to make sure the people from the US aren't giving information to other countries.

There should be 100% transparency and easy ways to opt out of
Data sharing, and if they require you to do that, then that company should be considered a monopoly and broken up and allow other companies to be formed that do have it to wear. Privacy is at the user's convenience. They should be able to see exactly where their information is going and who it's being sold to

It should depend on what the company is and what they plan to do with personal data, for safety and ultra motives.

Yes, and they should revise the way a privacy policy is written to the point is easily understandable and can be read in a short amount of time.
