Because obviously it's all Netanyahu's fault for not being able to predict the future and stop the attack before it happened.

And let's not forget that Trump is saying this while he's in the midst of his own legal troubles, so it's not like he's some kind of moral authority on the matter.

If informed thousands knew about the event in advance but failed to prevent it, does it indicate a failure of intelligence, leadership, or both?

both if the informed group is one of power and didn't attempt to stop it or at the least curb it then it is in fact both. What Netanyahu did and what he is currently doing is a war crime. the appropriate response was given and now it is genocide
