Individual responsibility depends on age of course. A child or a minor may not be able or fit to decide on certain things. This is when their parents got the responsiblility to carry. This resonsibility comes with an amount of rules and repercussions to keep in mind.

I agree that the owner of the gun as long with the child should be punished. If their gun they should have handled it correctly and the child should be punished for their actions.
