Do you mean the spending bill which keeps the government open? That House Republicans attached a rider to suspending the funding and because the president can’t do a line item veto his hands are literally tied?

Congress not the President controls the power of the purse.

UNRWA is a scam, they’re too embedded with Hamas. That said there has to be better and easier ways to get aid in.
