No, however if the police union stifles the moral responsibility for the officers misconduct and attempts to negate the officers accountability for the actions committed, then the case should be brought to an impartial jury and the union should not have input.

Partially, I think union should review more and have less power over misconduct cases, however, they are necessary for the police force to effectively guarantee rights for officers.
