Other countries are required to learn English in school. We should also require a second language be learned from a young age if we expect others to learn English for OUR convenience. Otherwise it's not fair, Spanish is probably the second most popular language spoken in the world, along with Chinese.

Yes. However, only A-1 for those immigrating from underdeveloped countries or who are refugees as most that do not understand English are either from Latin America or are refugees. A-1 Spanish can be learned in about 30 hours of studying for an English speaker. Keeping immigrants at the border for a week or two will provide ample time for them to learn A-1 and then some.
