I think they should make a massive effort to learn the language as they are coming to this country and that would not only better them in most ways, it would help us be able to teach these other languages to each other, I think there should be a mandatory class lasting for 6 months to a year promoting them to learn English and stick with it as well as teach American history but after the 6 months to a year time leave it up to them if they wish to continue.

No not as a general rule, however if the job calls for dealing with English speaking customers/co-workers, then the level of English comprehension and communication should be applied to those workers. Perhaps a basic, elementary level or more advanced level and it would depend on the nature of the job. If workers are only interacting with objects or others of their native tongue - then no. This country benefits from the wide variety of people from different countries speaking different languages and we should welcome everyone who comes here legally.
