No. You can't "buyback" what you never sold, and you cannot mandatorily force anyone to sell anything to the government. This is a violation of the U.S. Constitution.

Not completely, but highly restrict the purchasing of military grade hardware, such as assault rifles, grenade launchers, grenades, mines, etc. Increase the background checks of individuals and monitor how many weapons they have purchased and what type they are.

No, the term “assault weapon” could apply to anything used to assault someone. “Assault weapon” is not a classification of firearm. What people consider “assault weapons” are in fact SEMI automatic rifles.
