Yes they should offer "safe-haven" for drug-users, but these should provide mental health sessions/ife counselors as opposed to medical professionals where users are allowed to continue using

No. But legalize and federalize all current illegal drugs. Control the quality and content. And sell in a tax store similar to an ABC store. 21+ to purchase and qll proceeds from the sale go to funding rehabilitation centers

Yes in a rehabilitation sense where individuals are carefully monitored as they are weaned off the drugs with continued support afterwards
