I don't think the United States should necessarily concern itself with the capital location of other countries.

If possible, Jerusalem should be recognized as the capitol of both countries, and the embassy should sit on the line between the two countries, similar to a demilitarized zone.

Isreal should be sanctioned until a treaty is signed with Palestine where both nations recognize the other's capital, which would then be recognized internationally
