Regardless of what country you are moving to, you owe your loyalty to that new country and should only be considered a citizen of your new country once you move there

Yes, but they should pass as a US citizen but they don’t have to drop their other citizenship.

Yes , in special cases such one parent has citizenship of the USA and the other of their motherland and the child was born in the USA or a US territory.
