As long as foreigners who pay taxes and have lived in the country for 5 years uninterrupted which means they can't live here for a year then leave, then come back and continue their 3-year quota undisturbed, they have to start over unless they are 2.5 years into their quota, then they may continue the quota from where they left it.

Yes, they should be given the right to vote at least in local elections. If they would like to participate in a presidential election, they should be required to complete a course of some kind that explains our government, parties, and voting processes to them.

Only after becoming a legal citizens of this country. Then and only then can they vote! When they are register for the first time to vote they need to provide proof that they are legal citizens of this country. It should go in the system that they have shown the proof and can vote. Until then no!
