Yes, if they're citizens or they've lived in the US for multiple years, especially for local elections. They must prove that they reside in the US, though.

As long as foreigners who pay taxes and have lived in the country for 5 years uninterrupted which means they can't live here for a year then leave, then come back and continue their 3-year quota undisturbed, they have to start over unless they are 2.5 years into their quota, then they may continue the quota from where they left it.

If they have/are in the process of taking the steps to become a US citizen, and they can PROVE that they have/are, then I believe that they have the right to vote.

i feel as long as they pay taxes and are a legal resident wether it be permanent or temperary they should be able to vote in LOCAL elections

if the foreigner has been through becoming a citizen and will live in the U.S. they should be allowed to vote

Yes, they should be given the right to vote at least in local elections. If they would like to participate in a presidential election, they should be required to complete a course of some kind that explains our government, parties, and voting processes to them.

Only after becoming a legal citizens of this country. Then and only then can they vote! When they are register for the first time to vote they need to provide proof that they are legal citizens of this country. It should go in the system that they have shown the proof and can vote. Until then no!
