No, tax returns have nothing to do with their ability to perform their duties so long as ethics laws and general disclosure rules exist to gauge real or potential conflicts. If tax returns are the only way to accomplish this check, then some form of disclosure should be required.

Yes, and should also be required to release their medical records, and should be audited each year they serve in office
