Just give the voters a registration card that allows them to vote(online and digital code). IDK, some people might look like 12 but are 21 and its too easy to fake photo's in right circumstances.

Only if one is given to each person of voting age at no charge. There could be a back up system in place like TSA Precheck where a physical copy of an ID does not have to be carried so that unhoused people can still vote and there is a log that is restricted access for voting purposes only

I'm in the middle. I believe we could use our voter ID card or photo ID card either one should be okay. They're both forms of identification.
