“The US should begin rebuilding Afghanistan, meet with tribal leaders to help define the warlords' territory and set up a policing agency to settle or patrol border disputes between the various warlords, granting them partial sovreignty SO LONG AS THEY MAINTAIN THE PEACE IN THEIR INDIVIDUAL DISTRCTS. Aid and rebuilding would be proportional to the level of peace maintained.”
