“Most likely those individuals can't land a job to support them and their families. Some sort of incentive to work is needed as well as the option of continued support to offset the difference of their pay as compared to their welfare check. Also, many times the jobs end in layoffs, etc. the ability to re-enter the programs should not be delayed.”
