“I think that if its a crime on a military installation that UCMJ needs to be enforced with the military member. If the victim is a civilian, they should be allowed the opportunity to UCMJ representation or civilian. If its crimes that happen off the installation I think the military member (depending on the crime) needs to have UCMJ/Military legal rep AND civilian/local government team panel. Like the soldiers over in japan that are raping 14yr old girls. that needs not only a military prosecution but a local government involvement is key, it helps keep them involved and helps with the reputation of the US”
