“States should decide where the funds are to be distributed. Indiscriminant funding reductions or increases are not the answer. There is a reason that schools that do not meet performance standards. What are that individual schools reasons? Do they need more money or is it inept administration or teachers or both? Do they have a student population with learning difficulties.”
