“The federal government should provide incentives to the private sector for hiring qualified people from the unemployment rolls. The Department of Labor should be required to develop job codes for every profession and skill level, and collect them using the federal tax return form. The DoL would then maintain these skill set and experience records for every tax-paying citizen, and require a current resume to qualify for unemployment benefits. In the event a citizen is on unemployment for 3 months or more, the government should then issue them a job in their field with an appropriate salary for the area in which they live in either the public or private sector.”
